All forms of neons, air suspension, nitrous colour and tire smoke can also return, but make them normally purchasable with in game cash and not hidden behind shipments or microtransactions. Also, make as minimal restrictions as possible. Keep the ability to change front and rear wheels separately, but add the option to fit one set of tires to both front and rear as well.
Let us not only mix and match, but also remove certain parts like hoods, spoilers, mirrors, roofs on convertibles, etc. I'd love to see the mix-and-match feature from Payback in the next games (example: front bumper from Rocket Bunny and fenders from Ghost).
